If a home care provider is in a home while an individual receiving services is napping and is required to be available whenever the individual wakes up, is this time considered hours worked even if the provider spends the time watching television or reading a book?

Yes. Hours worked (i.e., the time that must be paid under the FLSA) includes time when the worker is being engaged to wait.
