How does the new labor law classify church musicians and choir directors? Are they contractors are employees, exempt of non-exempt employees?

But, more recently, the guidance has been if the worker is not running a business providing the same services to other organizations they will probably be viewed as an employee come audit time. That means back taxes and penalties would apply.
