You can, but you must ask “what happens if they do not provide notice?”
If the contract says there is some sort of penalty, it must be legal. Like losing accrued PTO may or may not be legal depending on the situation. The contract cannot have a consequence that breaks a law. So, you couldn’t hold a final paycheck or refuse to pay at all. If there is no consequence, then an employee or employer may break that piece of the contract and there was no reason to have this requirement in the first place.
If you want to try and have an incentive to give notice, then work with an attorney to come up with a legal consequence for both parties.
