What are the rules for salary non-exempt and salary exempt in Nevada?

The law says exempt employees, not due overtime are … Employees who are employed in bona fide executive, administrative or professional capacities;   A bona fide executive, administrative or professional capacity, as defined in 29 C.F.R. §§ 541.1, 541.2 and 541.3;
Salaried non-exempt are non-exempt. So, they are paid at least MW for every hour up to 40 and then overtime. With PTO, you can set a policy, put it in writing and enforce it equally for everyone. When the employee is not working but is being paid, you can dock the PTO bank. This also goes for exempt workers. BUT, if an exempt worker runs out of PTO and they work any part of a day, they are due pay for the full day.
